Preferred and Shunned Givernments

In the ptw manual, it says that eaach civ has a preferred government, and a shunned government. i presume that this applies to which governments the computer controlled civs prefer to use, but does it have any effect when a human player is using that government, and if not, whats the point?

It probably makes you citizens a little happier. I read somewhere that a civ will have a better attitude towards you if you are not their shunned gov't.
 
I don't think it has any affect whatsoever. It's just there for the AI, but even the AI doesn't use it. As soon as it gets democracy, it'll use democracy, and it will use communism during long wars. Not really much of a point to preferred/shunned governments, at the moment. Perhaps they can implement some sort of "happiness bonus" or something of the sort later on.
 
I think it relates to the humans government and how the AI relates to you, example if you have a communist governement the American AI will have a worse attitude toward you
 
It does have an effect, but it is slight. If govt choices were more balanced, then it does have an effect. With default values, it has little effect. But say you change your preferences for Republic and change worker industriousness to the same as Democracy. Then Republic and Democracy are about even and the AI will choose one or other other based on it's preference/shunned settings.

Bottom line--unchanged preferences. Ignore this, you have better mountains to climb. Changed preferences, then you might use settings to effect AI govt choice and say encourage WW on the americans.

In the later stages of the game every civ will either be democracy or commie depending on their preferences. To prove this ask yourself this have you ever seen a communist america?
 
Playing on 1.21, I often see AI civs who hate communism (America & Japan mostly) switch to monarchy during wars. Needless to say, that's a huge handicap.
BTW, although I have not changed the governements, I play with reduced corruption. Maybe it has an effect? (ie, being in monarchy is less of a problem in my games since corruption is not as huge)

I have been trapped with a world full of Communists when Democracy was available.

The AI's choice of government seems to have more to do with the size of their country. I did note also, that the Communists hate Democracies... probably visa-versa also, but I rarely bother to learn or use Communism so can't be sure :)

I generally suffer from loads of corruption under Monarchy... and I eagerly swap to Democracy at the first oportunity hoping it will make me rich... but it makes so little difference :(
