Although that quotes the manual nearly verbatim, the following did not work for me:

• A master empire can demand any resource from the vassal, but if the vassal refuses the vassalage ends and war is immediately declared between the two

In my game, I demanded all their resources to try to force a war, they refused so many times that I got -10 arogant demands from them and Monty was still my vassal. That may have been how it was intended, but I've never seen that bit work in-game.

You can't demand all resources from a vassal, just one at a time.

It was the only resource he had left, and the only one I was demanding
