okay, regarding the subject of refugees, let's say that we get a bunch of refugees from another team, and more of them come over than we have active players; they could put their leader in power. For this reason I say we adopt one of the following rules:
a) "once refugees have joined our team, for any refugee to be elected to office that refugee must have at least 2/5" [we can change the number] "of the votes from the original members of team M.I.A. If the candidate who would otherwise have the majority does not quailfy because of this rule, the candidate of the original team M.I.A. who has the most votes shall be declared the winner and shall have all the powers and duties that the candidate would have had if he had won the election with a majority"
b)"no elected office may be held by a refugee"
we could also add in a law for 'naturalization' where someone can be counted as an original member for:
a)all purposes
b)running purposes only (i.e. doesn't need 2/5 of original votes)
c)voting purposes only
