Problem Cornering the Energy Market

I'm fairly new to Alpha Centauri and trying to win an economic victory with Morgan Industries. However, whenever I tried the Corner the Energy Market option, the game stated that I did not have have enough energy credits. More troubling is that it always said that I have the same amount available (2442 energy credits) when each time I tried this I had (according to the city manager screen) about 19,000; 27,000; and 35,000 energy credits respectively.

I eventually became so frustrated, that I elected myself Supreme Leader just to finish the game (I had already eliminated the University, Believers, and the Hive) and I had built the Empath Guild and Clinical Immortality so even thoiugh Deirdre, Lal, and Santiago all voted against me I was able to out vote them).

Anyway, I was wondering if anyone else has encountered a similar problem when attempting an economic victory. And if so, is there is a solution to this problem?

This problem isn't mentioned as being fixed, but the readme file does mention another similar problem (Cornering the global energy market now displays the correct year.) as being fixed by a patch. Sometimes problems are fixed in patches without being mentioned.

Be that as it may, cornering the global energy market does work on most systems. If you are patched to version 5.0, then I'd suggest a complete uninstall (including manual removal of any files that get left behind), followed by a reinstall/patch. If that doesn't help, please post a save file that illustrates the problem.
