Problem declaring war in Civ IV...

Hello--I'm new to Civ IV--I've played about 6 games now...In my current game--I want to declare war on my neighbor but the game won't let me. In the past--I've always been able to declare war in the Diplomacy window--but now--the 'declare war' option is not available...my neighbor 'refuses to talk to me'--but there is no option to declare war as there has been in the past. Also--the book and in-game references state that if I move units into a neighbor's territory--a pop-up will ask me to leave or declare war...this pop-up has NEVER happened, but since I was always able to declare war in the diplomacy window--it never mattered. Now I need to declare war and can't!. If I try to move units into my neighbors territory--the game won't let me...it simply keeps my units where they are--on the edge of their territory (a red circle appears when I try directing units to my neighbors territory...) I don't know if this applies for vanillla (got it and x=pack same day), but can you just alt-click on thier name in the scores? That works for me.
