Problem submitting civ4 GOTM XI - Roosvelt

I tried to submit this months GOTM twice and I got this message (both times )

Fatal error: Cannot redeclare skip() (previously declared in /home/gotmciv/public_html/utilities/php_utilities_1.php:146) in /home/gotmciv/public_html/submit/c4_submission_check.php on line 4

I am doing something wrong or site dont like my game for some reason
