problem upgrading units?

I had someone gift me a city in a pitboss game for the sole purpose of upgrading my nearby navy from caravels to frigates and from galleys to galleons. All of the boats are on the same tile, but it will only let me upgrade the caravels. There's no button to upgrade the galleys. Any ideas? I upgraded another galley just fine over by my other cities.
