Problem upgrading units

Hi there! I'm playing with Conquest 1.22, a Regent game with Spain. I have a lot of Spearmans and Pikeman that I want to upgrade to Musketmans. I have well connected to the capital and all cities the saltpeter resource, but I'm unable to make the upgrade! It doesn't show the option, the detail is that another civ, already built the Leonardo Workshop.
I'm already at the industrial age.
My question is: is a MUST have the Leonardo Workshop to upgrade the units? I thought that it just makes cheaper the upgrades.
Or I'm missing other thing?!

No, you were right about the Leonardo thing. Do you have barracks in the cities you are trying to upgrede in? Try that.
