problem while playing on Marla's world map.... grrr

the game while playing marla's world map refuses to have anything retreat.

Ive played an entire game through with not a single horse mounted unit or tank or anything retreat...

is there something i need to change in Marla's map to make them have the ability to use there speed advantage?
