Problem with 1.29 Editor

For some reason, I am unable to add cities or units; the buttons are there, but they're greyed out and unselectable. Does anyone know how I can remedy this problem, 'cause it sucks not being able to make, or change scenarios. Thanks.

i was too until i tapped the space bar and assigned an active player [player1..player16 or rome...etc or barb]
then you can set specific cities starting places [rome starts only in intaly]
