Problem with Alliance option not appearing in diplomacy menu

In my last 3-4 games, this problem is creeping up, and I'm wondering if it's only me getting it.

I negociate friendship with a (or many) civs, and the ALLIANCES button just doesn't appear on the menu for those civs. Usually it's only one civ in the bunch, but this last game I'm playing, it's FOUR civs having the problem, and of course it's usually the ones I'm able to get many trade routes to that seems to get the problem more.

I've disabled all my mods (I only use UI mods), reloaded a bugged save game, and nothing changes. The problem is NOT that those civs already have 5 alliances, they have none. It's also NOT that they haven't gotten to Civil Service, they have, and the bug stays all the way until the end of the game (EDIT: I mean that once a civ won't have the alliance option in the menu, it stays that way for the whole game)

Has anyone encountered this problem ? I don't remember reading about it in any forums in here. I've a feeling this started with the patch that changes the alliance rules, but can't be certain, and haven't found a way to figure out the exact sequence of actions that seems to trigger this

Both you and the Civ you are trading with must have researched Civil Service for an Alliance to be available.

As I mentioned in the OP, that's not the problem, they have researched it... and so have I, in fact i already have 3 other alliances with civs I would not have chosen if all was working correctly...

How do you know that they have it?

Because it's a Medieval civic, and I'm (in this game) in the Industrial era, almost all civs have researched civics into modern era, civil service is not on a leaf in my shuffle mode tree, and I have ascertained that they are using
things that civil service is mandatory to (ie: Privateers, Merchant republic gov, museums/arch musems...etc)

Plus, in previous games with the same problem, I've gotten to the end game and the civs with whom I had the problem never ever got back to normal.

It's just a weird bug, I can't figure out what triggers it.

I went back to an old save 50 turns earlier (the oldest I have on autosave) and things might not be as clear as I assumed them to be. In that save I had only researched mercantilism and diplo service in the latter half of medieval. Based on my game's tree, humanism is only dependant on diplo services while exploration is only dependant on mercantilism. I had assumed more dependencies.

The three civs I'm wanting to ally with are all stuck in either autocracy or classical republic. That means they almost certainly DIDN'T get exploration. They appear to be much further on the little bubbles in the civic's tree screen, but it's entirely possible they simply went only to humanism and what is behind it and never researched civil services. That would also show a trend of AI decisions applying in the same way to a lot of civs, because choosing to forget about 75% of the civic tree just to go deep in one branch seems weird to me.

I assumed too easily. Thanks a lot. Still, turn 184 and they're still stuck in the classical age government... so lame...

EDIT: Also, sorry @Noble Zarkon for not digging when you made the remark on civil service
 
Oh and BTW... didn't know this, nice little touch there by FX: If you right click a civic or a tech while in the tree view, the civilopedia will pop up... THAT I knew... what is interesting is the the PROGRESSION part of the pedia article will give you the right info when you're in shuffle mode. Quite useful when you're not totally certain about the lines in the view mode, and want to make sure what is prerequired !
