Problem with Mass Upgrading Units

Hey all, had this problem since forever with Civ3 and never worked out a solution. Only just found these forums and thought I could finally find an answer!

I know you can upgrade all units of a particular type by using ctrl + u. But even if a unit is in a city with the resources it needs the unit will not be upgraded. My capital will upgrade, and so will some other cities. But others especially newly captured will not? Is there something I'm missing?

the city needs a barracks (and btw it's Shift - U )

Yeah without a barracks, the unit has nowhere to pick up the new equipment.

Your capital and the few other cities probably have barracks. The newly captured ones doesn't have it so you can't upgrade in them. Also the same applies for normal upgrading not just mass upgrading.

sometimes the barracks does survive the attack and you can upgrade right thereon the front lines.
