Problem with Population

I've got a problem with the population with DOMINATION and DIPLOMATIC Victories.

On the map, you've got a number on the city (I will call it City Size).
And this number represent a real number of inhabitants (I will call it Real Size).

I give you the list until the City Size of 25 (it can be useful for those who want to do a scenario with real populations)

http://schumiker.ifrance.com/citysize.xls

My problem is that i give to the countries their real population (with Real Size), but in the game, for DOMINATION Victory and to determine the Secretary General, the game takes the total of the City Size.

Exemple : A City Size of 10 is 630 000 in Real Size, and a City Size of 25 is 8 207 000 in Real Size.

Africa with 15 cities of City Size 10, have a Total City Size of 150 and a Real Size of 9 450 000.
China with 5 cities of City Size 25, have a Total City Size of 125 and a Real Size of 41 035 000.

So China have a bigger population (with Real Size) than Africa.
But in the game, Africa will be the second country for Secretary General Election and will have a bigger pourcentage for DOMINATION Victory.
In fact, it's exactly my problem (the calcul is not as simple as in the exemple). USA have built the United Nations and the second country which can be elected is Africa (it should be China, India is also before).

Is it possible to oblige the game to take the Real Size (this number must be somewhere) in place of the Total of City Size?

I hope i was clear and somebody can help me.

I understand what you are saying... unfortunately, I have no idea where the city size/population numbers are defined.

I've even looked around in the SDK and can't find it either.

But I find your point to be quite unsettling. I mean you are right. It is ridiculous that the numbers don't work out properly. Unfortunately, there isn't a way around that mathematically. No matter what numbers are used for the population it will still end up with the same problem.

However, if it is possible to change the way the UN works that would certainly help your scenario. I've even been hoping to figure out how to change the population numbers for each city size value, but have no idea where this would be defined.

Thanks for the answer Agent009. I'm forced to find another way to make it realistic (like giving more cities to China but it's clear that there will always be more cities in Africa than in China, or like dividing Africa among Moslem Africa and Christian Africa).

But if someone knows another solution, let me know;)
