Problem with roads/paths

This is strange. Whenever I get into the Industrial and Modern areas, the roads always look like the dirt pathways from the Renaissance age. They don't upgrade to modern roads. Any idea of what may be causing this?

I am playing BTS v 3.19. This happened right after I installed the Rise of Mankind mod on my computer.

I suspect that the RoM install has altered your XML files to a degree. Specifically Civ4RouteModeInfos.xml. Are you playing RoM or another mod when this happens, or does this happen in normal BTS?

in RoM the route system has been overhauled. The roads do not automatically upgrade (graphically) - you'll have to actually upgrade them with your workers and it costs gold. In fact there's Track, Road, Paved Road, Modern Road, Railroad, Electric Railroad, Maglev, Jumplane route types in my mod.

I know, but I'm not playing ROM. This is happening during a non-mod playthrough of BTS.
