In the last game, when I just signed a peace treaty with my neighbor Civ. A, another damned nation(Civ. B) declared war on me. And because B have open Bolder Treaty with A, so its forces came to attack my captured city (Because of its low Culture, A`s bolder was just at the edge of the city) directly from A`s territory. And as I could`t reach any agreement with A (All of them are in red letters), I couldn`t get an open bolder with A or stop the open bolder between A and B that means I couldn`t counter-attack B`s invading force nor chase its retreating units as they were all on A`s territory. That`s very annoying as I could only garrison all my units available in the city and suffer great loses from collateral damage by the Cannon.
The agreement to ask a Civ to stop open-boldering with your enemy should always be available (not in red letters), though may some resources or threats are needed sometimes.
Sorry for me terrible English. I`m just learning it.

Border, not bolder.
And red letters means that the civ will not do it, not that it is impossible. Try to make A like you more so you can either get an open border with A or get A to cancel open borders with B. You can select a tech or a surplus resource (one that has a number greater than 1 next to it) and click accept this gift and it may cause A to like you more. Then some things will not be in red. Also, try leaving your mouse on a red item. This will tell you if the civ refuses because it doesn't like you or it likes the other civ too much.
A tip for your English: when you have used ` (above tab) I think you meant ' (left of Enter). Good luck with learning English. It is pretty good!
