Problems with Queuing unit Orders

I've been having trouble with Queuing units when I installed Civilization IV on a new laptop I got. I've never had problems back on my previous computer, this is just happening now. I can queue routes, but when I try to queue more than 1 improvement (as in a Cottage, Farm, or the like), the worker deselects and begins making the SECOND item in the queue. Everything else works fine ingame. I have my game fully patched, and have all of the latest updates for my laptop too. Anyone know what's going on?

Specs: Intel Core i5 240M 2.40 Ghz - 2.93 Ghz (Turbo Boost)
500 GB Hard Drive - 274 GB free
4 GB DDR3 RAM - all came with the laptop
512 MB ATI Radeon HD 4570 - Getting smooth framerates
1920x1080 15.6" screen
Running game on full graphics settings, "automated workers leave old improvements" setting.
Windows 7 Home Premium 64-bit
All other apps and games work fine.

Note: Older PC was a 32-bit Windows Vista PC
 
Also, sometimes right after assigning a route to order, the worker will deselect for no reason and begin work immediately.

I've tried both the touchpad and my Logitech VX Nano (with Setpoint software installed), but the glitch is still popping up.
 
Finally, I AM holding down the shift key. Sorry for the double reply to my own topic.
