Production Focus not working correctly (possibly related to statue of liberty?)

I recently had to happen that my city having production focus on, actually has less production as when having it set to default/automatic. I believe this is because the game doesn't take into account my statue of liberty wonder and rather removes all specialists although every one of them produces at least one production. Can anyone confirm this?
