can someone tell me how can i use propaganda in C3C on enemy cities to switch sides???

Propaganda is used to flip another civ's city (that is not in Democracy, as their cities can't be flipped) to you, and thus become your city. The formula is found here.

It can be accessed on the espionage screen, when the required tech is researched. You can get there by clicking on the "E" button at the bottom right.

You can change it in the editor. Player1 made a mod were all spies were veteran, and Elite in Communism, that was nice...

IIRC, Spies are Elite with a Communist government.
