Who should poll regarding wonder building?

Looks like the people are voting as the cabinet did, with the minister of interior getting most of the votes so far. I think it should be the minister of interior because wonder buildings is very ccity orientated and the MoI is partly made up from the old city planner position.

I voted for Vice President, because wonders are sometimes for one city, sometimes to benefit all cities, and sometimes for the empire as a whole (Darwin's, Apollo). Also the Minister of the Interior is looking to become pretty overloaded the way things are going.
