Should settler allocation be moved to a national level?

Should settler allocation be moved to a national level? (They would poll on what settlers do, where cities go, etc...) These orders would work like this: General orders...like settler A, B, C should build new cities. D, and E, should improve the homeland. F, G, H can do each of these cities. But what is actually done would rely on the President.
 
The Internal Minister has so much going on (trust me), and considering that we may eventually be using engineer in foreign lands as part of a war effort I thought it may be best to have this fall under the office of the Vice President.
 
i voted Internal minister before i read Kev's reply.Anywaiy i still think this would logicly fall under the Internal ministry.maybe in time we can move some of the other juristriction's of the Internam minister to other departments.

What we need now is a capable politician that can construct a poll system that would be most efficiant in deciding how to devide them ,while not nessecary to engage in to much bureacracy.Hence therefore i putted it under youre control ,rather than the vice.
 
I say minister of the interior. If he needs extra help, maybe we could form a department of the interior of a couple of deputies or something.
