Proposal: Offline "Setup" Preturn

I propose this to make turnchats go a little faster. Do an offline "Setup". The only difference (to when donsig did it) is that only build queues and preliminary troop movement (i.e., to organize them) would be allowed. You won't be allowed to move troops into foriegn territory.

So, this is what it would be:

Any Reversable Actions can be performed as a Offline "Setup" preturn.

Revesable Actions would include those that can be changed without reverting to a previous save. Examples are::
  • Build Queues
  • Troop Movement within cultural borders and along rails.
  • Adjustment of the science slider (may need adjustment for certain trades)
  • Micromanagement of cities

Things that aren't allowed:
  • Troop movement onto movement-cost tiles (i.e., roads, no roads, land outside of cultural borders)
  • Trades
  • Rushes
  • Worker actions (This is to avoid a "First come first serve for governor earmarking)
 
I agree Fully to this Proposal.

I would like to add one thing :). Could the VP also do this? (Provided they have notified and has been granted Permission Before hand )

Since Ill be the VP next term, I am looking for something the VP can do :).
 
Also to add that this would be a good way to organize and assess available troops (and which ones are elite, vet, reg, etc.).
 
It's fine with me, as long as it falls within our laws, and you provide a link to the save before the actual chat starts.

How far in advance would you be implementing this preturn?
 
The primary thing I'd like to do is to organize our troops. For instance:

- 25 units in a "division" (could be 20, but we have a lot of units)
- Group Conscripts, Regulars, Veteran, Elites units that have produced a GL, and armies.

I would also implement build queues, since goind through 100 cities takes a long time. 1 hour before the turn chat, (when 90% of the worker actions are in place in the thread), I could start worker actions.
 
I would agree with everything with the exception of unit movement. I don't think that any movement of any units should be permitted under such a preturn chat.
 
When I say unit movement, I mean ones that can be reversed. (i.e., movement on rails only).
 
I think this is a fine all around proposal.
 
If, at the very least, it should clarify the play/don't play rule by saying:

"Any reversible moves can be made by the president, or DP. Reversable moves include city micromanagement, build queues, and unit movement requireing 0 movement points (i.e., rails outside of foriegn cultural borders).
 
CT, you have my full support on this proposal. However, this may mean that I will end up missing the first 4 hours of every chat due to your schedule.
 
This is a good proposal, thus I will also support it :D
