Is there anyway to tell who made a specific proposal?

I'm asking because someone proposed an embargo on me. I only have two cities and am friends with everyone (supposedly). I suspect France but I'd like to know for sure.

I believe that if you go into the World Congress screen and look at the proposals currently up for vote they have small portraits by them of who proposed them. If they have already passed then I do not know.

You need to be the host or the person with the most delegates.

Thanks Chapel. I'll try that. I found out it was France as a few turns later they came out with their line "Thanks to you our proposal failed. We do not take this lightly". As that was the only proposal that failed it was bit of a hint.
