Would like to see an Economic protectionism civic -

Pros -
Foreign corporations cannot set up business in your cities.
Rival corps in your cities do not need to be bought out.
Merchant specialists generate 20% extra cash.


Cons-
-3 diplomacy with all countries except with those running communism or protectionism.

You're describing mercantilism I think, strong tariff policies were a heavy element of mercantilism.

Free markets, as is in Civ4, isnt the same thing as what we refer to as 'free trade'. People who were fighting for free markets simply didn't believe the monarchial powers should be controlling which ships could enter ports and who could trade with who, and didn't always support removal of all tariff barriers. Adam Smith for example supported protectionist tariffs.

Actually, protectionism is a social policy of the game but I don't know its effect yet.
