PS2 - modem

Is it just me or does it seem that PS2 is underutilizing the modem ability.

The only game for which online play appears to be totally developed is Madden. While I understand that Madden is a franchise game and brings is monster revenue, I dont undertsand why Sony would not want to expand these capabilities to other titles.

For example Tiger Woods 2003 allows you to post your scores for an online ranking, but does not allow a head to head game online.

EA sports NHL, NBA and NCAA basketball do not even have online capability in any form.

Strategy games, which really beg for multiplay due to easily beaten AIs, have no online options.

Few race games and no more than a couple of shooter/fight games have any options.

Why is Playstation negelecting the modem owners? Just because of the expense involved in maintining the servers for online play?
