This is especially useful for 4000 BC starts. When I increased the Tech Paradigm to 20 for a 4000 BC start, the AI was able to build more cities, because the sooner new city improvements are available, the more the AI will waste time building them, so delaying the advent of new city improvements forces the AI to build more units, including settlers.
As an added bonus, all having all 7 civs on the map with 20/10 tech paradigm, enables them to colonize a greater fraction of a Large Map by the modern era!
