Probably not .. but,

The game I have going now, the land I am on is almost shaped like an hour glass. My first city just so happened landed right on the "choke point" of the hour glass.

I found Germany to the "North" side of this so called hour glass right away. He declared war on me (surprise .. not.. what a lamer). I killed his stupid warriors and such. Managed to take over his very last city in no time.. and, didn't get the pop up he was a deader. Next turn, I noticed he had a city on the "south side" of me.

Now, this war was fought with warriors and archers. It wasn't a very long war. No way he could of snuck by my "choke point".

Who knows, maybe he magically got map making in like 40 turns and pooped out a ship with a settler, got his way around this large land mass and ...

Game is most frustrating sometimes
 
When a civ is defeated early in the game (can't say exactly what the cut-off date is) they'll respawn if there is open territory. I believe patch 1.21 gave us the option to turn this off in the pre-game setup screen.
 
In my experience, the respawn comes down to this: sometimes it happens, sometimes it doesn't. In my last game I "killed" Japan shortly after the start of the 16th century AD and they respawned on an island with only enough room for three cities without overlap after two border expansions. France already had one city on the coast. The moment I took Tokyo, Japan respawned on said island. On the other hand, I killed off the Aztecs in the Ancient Age, with an entire continent unexplored and they didn't respawn.
