i was wondering if any one know if its possible to enable fighting without being actualy at war with another country?
what i was thinking of was for a coldwar kind of scenario where there are 2 superpowers with huge infrastructure and resources but basicaly to strong for either to take the other on directly without falling apart internaly (war weariness perhaps).
so beside these super powers there would be 'puppet' nations whom the super power are allowed to 'help' fight their other small enemies. finaly i would hope to make it possible the have cities defect from you countrry and claim independance wich you ofcourse need to repress (and you opponent might ofcourse help the new independant state ofcourse

the essencee is a 1vs 1scenario where you fight your wars in remote countries. (like korea, vietnam, etc)
