Puppeted City States don't build culture buildings?

I don't know if this is a bug or design but i had 2 puppets both former city states that built every building they can build except refused to build even a monument or temple even though they gave +1 extra happiness each & 10% more gold with the piety bonuses. They got to a point where they stopped building anything at all. What causes this insane flaw?
 
Why on earth would you ever want to puppet city states???:confused: They are so much more valuable as your CS allies -- whether they are maritime, cultural or militaristic.

Because sometimes you don't care about the extra culture, food or random military unit and sometimes you don't want to have to pay tons of gold over the centuries (more for hostile CS) but you do want the resources they control.

You may also want to control a choke point the CS is located at or maybe they have access to the ocean that you need.

Maybe they are allied with a civ you are at war with and you are trying to take the bonuses away from your enemy. Maybe it's a militaristic CS and you keep getting a random unit popping out and attacking your nearby cities.

I could probably come up with a bunch more reasons if I sat and thought about it a bit longer but I think that is enough to justify conquering a CS.

As for the original topic, the new patch caused them to be buggy and not build everything available to them. Even prior to the patch, once they had completed all buildings, they would just sit there instead of switching production to either gold or research.
 
I've seen a puppet city build a monument. I was pleasantly surprised.
 
Well, yeah -- I've had lots of puppet cities build culture buildings, as well as happiness buildings. But I've never conquered a CS, so don't know if these former CS who are now puppets will build anything you want.
 
Puppets build what your empire needs with a focus on gold production. Puppets are set by default to gold focused. They will also go towards happiness buildings often if your empire needs them. Once other needs are satisfied, they will produce monuments, temples, and beyond. I've seen them go this route many times.

They used to do this. They don't anymore. I have a city currently building nothing and it doesn't have a single culture building.

I have never seen a puppet build nothing except during its initial period of anarchy.
 
reread the thread title, this is about City State puppets only. My other puppets normally build culture fine, its rarely ever a priority but they build it eventually.

But these puppeted City States NEVER build culture buildings which looks like a bug to me.

I take city states purely to stop them from pestering me with their mindless hatred of each other.

Although I've never noticed that they don't build culture buildings. As they are generally well placed I tend to annex city states and capitals anyway.

Courthouses are your friends!

TBH, I'm puppeting is losing it's appeal with me overall, for the sake of setting up a build queue and dealing with a few turns of unhappiness here and there, it's not a massive problem to run your empire yourself.

Weird bug if that's what it is though.
 
puppets tend to build culture buildings only to expand their borders. city states generally own all their surrounding good tiles, hence culture buildings are a low priority.

Are you refering to city states themselves? I mean puppeted city states in your empire. I made 2 city states in areas specificly designed to give them maximum amount of production after puppeting them in the world builder. Once i reached the modern era they had built every building they can possibly build except the culture line of buildings, even though it would of given them 10% gold & increased happiness from piety. This has to be a bug. :( Also annoying they wouldn't grow there borders as they had extremely low culture levels.
 
@OP: Suggest you post this in the bug thread if you haven't already, and post a save-file of your puppeted CS that build everything including the kitchen sink, but not a monument.
