Puppets building nothing

I sometimes see my puppets producing nothing although there are available buildings like Granary or Monument.

Why does a puppet behave so stupidly?

My puppets will occasionally build nothing if they have built like 80% of the available buildings, if they start doing this I just annex them.

I haven't noticed them doing it until they are pretty much built out though.

If a city is building nothing it's a bug. The only time a city can build 'nothing' is during resistance after conquest. Cities must always build, even if the production is simply being converted into gold or science.

It's a bit too common to be a "bug", I suspect.

it's a bug. if you can manipulate the puppet so it's working a production tile that'll sometimes kick start it, so build a trading post on a hill and nuke other trading posts

It seems if they have built all of the culture, money, walls and happiness buildings available, they will cease building until you discover the next tech with those kinds of buildings included. That is what I noticed at least.

This sounds like a good feature! Just as long as they aren't wasting all of my money on temples!

I've seen it once in a tiny unbuilt city. I conquered it and when it came out of resistance it didn't begin buildin stuffs.
