Purchasing Walls, Watermills, Granaries, etcetera, with Faith

I was playing as Russia and, without even knowing what I did, I was able to insta-purchase watermills, granaries, and monuments with faith. This was way before I researched and implemented Theocracy. I played another game and I remember this having worked for Arabia as well. However, after playing Russia and or Arabia again, I'm not able to locate how I did this.

Any ideas?? I remember this working in a multiplayer game, long before any late-game stage.

You were allied with Valetta. It allows you to buy the "city center" buildings.

really? that's the only way? Also, by "allied" do you mean that I need to be the Suzerain?

Can confirm, I am suzerain of Valletta in my current game and that is their suzerain ability.

Yeah it's a quick little boost to a religious empire and synergies well with Jesuit education which allows theater and culture buildings to be purchased.
