That policy with golden age + future policy culture costs reduced... usually by the time I select that policy I am pretty much finished settling new cities. I can only see how that policy making sense is by having later era starts, where you pick many policies at once.
I wonder if the developers intended for us to wait until the 4th policy in to start settling cities... I think that is too late for most civs/situations on multiplayer.
Or maybe they designed Liberty with city-spam in mind... your first few cities don't get the benefit, but your next 10-20 cities do?
