Why stop there? Why not make it that every AI automatically loses the game when they lose a single unit?

Seriously - the biggest drawback of modding (in terms of cheats) is that people become reliant on them.

From the sounds of it, if you want to change the AI, yes. If you want to do "normal" modding, just Python and/or XML.
