Well, we should have known this ages ago, and I still stand for that we need to balance out the mandates between the Consuls and Directors to some extent.

Obviously it's pretty clear, since we don't have many actual questions yet. 
There are several routes of enforcement if the short term instructions do not support the long term plan.

- Any citizen may request that the short-term official follow the plan, hold a discussion on an item, or poll an item.

Who is responsible for Strategic guidance on the use of the slider and general happiness policies?
As Domestic Consul I have just received a couple requests asking that I provide guidance to the Director of Commerce. However:

I had privately interpreted this that the R&T consul would be responsible for slider discussions as well as obtaining luxuries. as such it makes sense that they deal with the long term happiness strategies.

Here is my view, others may disagree.
The Domestic Consul is responsible, among other things, for strategy on management of our cities, which includes happieness. The R&T Consul is listed as having overall budgetary strategy, which needs to take into account the needs of Domestic. If Domestic and R&T disagree on budget (Domestic requests a lux setting but R&T says no) then it is the President's responsibility to mediate the situation, or if necessary arbitrate.
The Commerce Director then takes the happieness strategy from Domestic (use lux slider) along with budgetary strategy from R&T (min science vs max science) to craft specific turn by turn slider instructions, including upping lux on growth and reducing it on population decreases, as needed.
As many have pointed out this does require some degree of coordination and cooperation between offices, after each determines the WOTP in the usual way.

Would the escorting of settlers be under the strategic guidance of the external consul? The external consul is in charge of foreign affairs, which would not at the surface seem to relate to settler escorting. However, the external consul seems to be the strategic military planner. I suspect the answer is yes, since the initial purpose of the escort (later it could be a MP) is protection, both from barbs (would barbarians be considered a foreign nation? I believe they would) and from other civilizations.
Again, YMMV but the idea was that the External Consul handles things outside our borders which are not otherwise handled by other officials. This would include evaluating threats, by barbs or other nations, and planning for escorts to be available if the threat is high. This planning also needs to include production for escorts as needed.
The Commander would handle specific instructions, for instance if we know there is no threat in one direction there might not be an escort, while in a direction there is a known threat or the threat is unknown, then an escort would be ordered.
The Governor would see a plan calling for escorts, and coordinate city production so that an escort is available when a settler needs one. When we have multiple provinces, the Domestic Consul would provide high-level planning on which province should be producing units.
