Right now Im playing some games wherein I use citystates to conquer my enemys. I have 'no city razing' activated so that they can build quite impressive nations that way. We are talking about up to like half a dozent citys and armys of up to thirty units per state.
Now, two things bother me:
a) fog of war stops me from viewing every combat, so I cant take note of every units well being. Sometimes it seems as if large parts of the armys I gift to them vanish somehow. Its likely that he just lost them do to stupid warfare, but on the other hand I ask myself if CS have to pay upkeep? Maybe he had to disband them? And If he pays upkeep, will additional gifts of gold help him to afford the units, or is it 'transformed into pure love' when I gift it?
b) If a player uses a unit that needs a strategic resource, but he doesnt have that res anymore the unit suffers from a strenght penalty as far as I know. Does the same apply to CSs? I think it might not be the case, as I believe to remember that CSs gifted me units that they couldnt actualy build, res-wise. Like bots without uranium. But I might be wrong and even if those two rules dont have to be connected.
