Q: How do I create a new civ during scenario?

Maybe someone had already the same idea, but I didn't want to read all posts ;-)

Ok. Imagine a Civ, lets call them Imperilists. This has for example 15 cities (Capital, city2, city3, city4,...city15.) Now their capital or another city is taken from another civ. This should have the effect, that some cities start a Rebellion, a completely new civ should be created (schism)(let's call them Rebels) and this new civ should be founded from let's say city4, city5 and city6 (they should get this citys immediately).

Questions:

1.) Is it possible to establish a completely new civ without placing a city (previously when creating the scenario) of them somewhere in the edge of the map?

2.) How can I specify exactly which cities should belong to the Rebels (city4-6 in the example), and how do I do it that they get this cities? (placing a unit on the same square where the city is doesn't seem to work)

Thanks for any answers, advices and so on. Maybe someone else has questions related to this, they are also welcome here!
 
This looks like as good a chance as any to plug my Test of Time Russian Civil War scenario, "Red October". ;) To simulate the creation of the Polish state at the end of the first World War, here is what I did:

-placed a Polish settler unit in a remote sea square so it couldn't move or be found and attacked. No Polish cities founded at the start of the scenario.

-set events so that Poles and Germans can't negotiate

-gave the Germans Leonardo's Workshop, then a technolgy which made all their combat units obsolete. LW then "upgraded" them to weak 'deserter' units.

-events created Polish units outside the German controlled cities which were to be part of Poland.

-Polish units attack and capture cities. Poland must be a civ which moves before the Germans or the Germans will attack the new Polish units first.

-after one turn, an event permits negotiation between Poland and Germany (this is only possible in Test of Time) By this time all five cities in Poland have been captured by the Poles, and they make peace.

-As an alternative for FW/MGE, perhaps you could use a fresh 'make aggression' event trigger after each of the target cities is captured.
