That's correct! Unless you leave the AI alone on their merry ways until the space age or something, they rarely chop down any forests; therefore, all their tiles are available for planting and chopping.

Chopping or planting forest does not destroy road. Road is really the only thing that really matter; the rest of the tile improvements are irrelevant. The bottom line, you could easily rebuild any improvement after the war.
