I am playing a diety game and yeah, its hard. Situation: Traded with one of the power civs for peace, three techs and gave up both a lump sum and gpt. I want to change government but in doing so I will not be able to meet the gpt obligation. Will this be a black mark against me for a broken deal?

Yes, that will be a black mark against you for a broken deal. They won't trade with you for GPT ever again after that.

No it won't be a black mark against you, at least not in PTW 1.14, but you will start losing units and buildings when you run out of money.

Well, after 4 turns of anarchy running 230gpt in the red I have not lost any buildings or units.

Sounds like you have a positive balance in the treasury so your just deficit spending. ;)
You will only lose buildings and units if the balance of your treasury is zero and you are running negative gpt.

Okay, I'll report my results to set the record straight. Running version 1.21 of PTW I made the gpt trade and went straight into anarchy (6 turns of it) during which my gold balance went to zero but never below. I did not lose any buildings.

The government change was from Monarchy to Republic.

Once I got into Republic and ran a few turns to build some cash I was able to do another tech for gpt with the same civ that essentially got screwed out of 6 turns of 224 gpt payments.

So file this as a nice move whenever you are planning on switching governments.

During anarchy their is no maintenance cost on improvements or units so your treasury is only reduced by gpt owed to other civs; this doesn't fall below zero.

I have no way to know if the other civ "gets" the gpt through some loophole, but all of my income was lost to corruption so I would doubt they got it. At any rate the 20 turn term of the deal was reduced by one each turn.

And it appears there was no black mark for breaking a deal.

This leads me to wonder if other actions that normally count as black marks are waived during periods of anarchy...

Update: Now I am finding that I have a black mark for a broken deal with a third civ that is keeping me from making gpt deals. I can still make gpt deals with the civ I stiffed for the 224 gpt. It's strange.

Seems that the deal with the third civ expired during my period of anarchy and make have been counted as broken.

There was a discussion in, i think it was
SP5, about running a deficit to research at 100%, getting techs very quick and losing one cheap building and a worker every turn.
Personally, i would consider it as an exploit, because the penalty of losing a rax is not severe enough to compensate for X000 beakers. ;)

Yes the discussion was in SP5. Perhaps buildings falling down works differently in anarchy, since you don't have to pay maintenance for them. I don't have it convenient to check at the moment.

It would be good to find out. I have always been careful not to run out of money during anarchy in past games.

I did a test scenario, and you definitely don't lose any improvements or units during Anarchy! I had several rounds with a -1 deficit and 0 gold, and the only thing that happened was the advisor every round warned that my treasury was running dangerously low. :)

Yes, this is correct, so spend you cash before you start your revolution. But in regard to the black mark, it appears from my game that over a period of time a deal broken during the anarchy period "gets around" and queers your ability to get a gpt deal.

Seems that if you have more turns left on the deal that you spend in anarchy your will not get a black mark because you are about to resume your payments after you switch governments.

Also, civs that are at war or not actively trading appear not to share the knowledge of your transgression with each other. So, you will have a bit of a grace period to make gpt deals before you rep is spread to all civs.

At least this is my observations and conclusions from my game.

I must now get back to the game, the Mongols have 5 times my culture and 35,000 or so gold. Nice neighbors I got there.
