Question about Civ moding.

Is there a way to change a civs traits or change the traits themselves without a mod? Is there a way to go into the XML files or something and edit them?

I poked around but this was above my technical expertize.

Any help would be great

Yes there is, but then your work would become a mod.

you would get more responses if you posted in the main c&c forum instead of the new civs forums.
