Ok, I've heard that the AI in Civ2 MGE is way more aggressive than normal. My question is, does this apply to the scenarios as well, or just the standard game?

I'd say the AI in MGE are more unfriendly, not necessarily more aggressive. You can be on very good terms with the AI one turn and the next turn they hate you. Scenarios can be tweaked to make the AI relationships a bit different, but, overall, the same thing happens. They switch from loving you one turn to hating you the next.

Aggressivness is related to the type of leader the AI is using. A militaristic expansionist leader will tend to be more aggressive than other leaders.

MGE AI is horrible compared to the original. If you're ranked number 1 on the powergraph, AI Civilizations hate you, no matter what you do. Sure, you can bribe them all you want one turn and get them to worshipful, but the next turn they'll be back down to Icy. The only way to have AI civs like you is by not being ranked supreme. Considering most people play the game ranked #1, you're going to have no friends at all the entire game.

If you want to buy Civ 2, I'd recommend buying the original version. If you can only get a hold of MGE, Skyer made a patch to fix the AI

As for scenarios, to my knowledge their going to act the same way they do in a normal game.
