Question about legacy bonus caps (modding)

So I modified the founding fathers bonus in the governments.xml file to give 50% of whatever bonus every 10 turns instead of 1%; I figured I'd see what riding that gravy train felt like, because hey, why not?

However, I noticed that the bonuses capped at 99%. Didn't matter if you had the extra bonus for a given government on top of it; it always capped at 99%.

For example; with autocracy you get 10% towards wonders to begin, and then the legacy bonus stacked on top of it. When I had autocracy, it had the 10% from the government listed, and then 89% for a legacy bonus listed. When I switched to classical republic, it showed a 15% boost to GPP and eventually an 84% legacy bonus underneath; and the wonders legacy bonus was listed at only 99%, despite having stayed for 30+ on autocracy. When I switched back to autocracy to test, it went back to showing 10% wonder boost + 89% legacy.

My question is this: after looking through various xml files including leaders/civilizations/governments/global-defines/whathaveyou, I couldn't find anywhere that mentioned/showed a legacy bonus cap. Does anyone know where it can be found, and if it can be modified to be increased?
 
It's very likely that the 99% thing is hard-coded, or at the very least a Lua thing. I haven't looked at making any custom legacy bonuses, but I doubt they set it up to handle anything way out of the ordinary like that.
