Question about Poland UA

I apologize if this has been asked before/in another thread. Does the Poland UA increase the culture cost of your Social Policies? IE if I have 3 turns to get my next policy then I get my "free" one for the era does it increase the current cost of my social policy making it 15 turns etc. ?

It does not. It is like building THE ORACLE. It does not deduct from the culture tally.
