Can anyone answer whether science beakers beyond those required for discovery of a tech on last turn of a tech go towards next tech?

Yup, they are lost. Use CAII to tweak the beaker count down to a few over flow and get gold for them instead.

In fact, you should start tweaking that when you get to three or four turns before the tech is discovered. That way, you minimize the loss and maximize the gold.

Are you sure about that? I've always tried to maximize the multipliers by going max science or commerce. Tweak down the scientists on the last turn till you get to one turn tech. Maybe it's because I don't build banks and only markets but do build libs and unis.

I always start looking on turn 3 or 4 to minimize beaker loss maximize gold income. It's not a hard and fast rule, but it does occasionally work. I don't try and use scientists to get it to zero. That's more effort than I want to put into the game. Micromanaging is not what I consider fun.

It is a good idea in any case to turn down the science slider before the last turn, if you produce more beakers in 3 turns than the tech costs; for example you make 500 beakers per turn at max, and you research a tech that costs 1000 beakers.

Another reason why turning down the sliders a little earlier instead of waiting 'till the last opportunity might be the better choice is simply that money that you have now is more valuable that the same amount of money later. (Of course only if you actually spend it or even need it.) It may not be much though.
