Question about Siam's behavior

I'm in my second game ever (Prince difficulty) playing as the Iroquois and I want to know what exactly is up with my neighbor, Siam. We were allies for a good long while until he up and declared war on me. We stopped fighting once since then and had a little friendship pact until he broke it again and we've been at war ever since. There are two fronts to this war. One is a choke-point to the north which he keeps sending elephants through to die. The second... no longer really exists. I fought him back off my western borders and have ended up taking the three cities he had there. What I don't understand is he's tried to offer peace numerous times for (get this) my open borders, gold, and every resource I have. It's really weird when he does this right after I have taken one of his cities. He won't accept peace any other way. It's pretty annoying having him continually wanting me to give him everything I have for peace when it's obvious I'm winning the war, and doing it simply by defending myself.

Also, how does bribing another civ work? I had signed an open borders agreement with Germany and he ended up stationing a bunch of units in my borders. When Siam attacked, I paid Germany to declare war on them. The thing is, he never sent any of those units after Siam, or even moved them around, while Siam was about two spaces away from them fighting me.
 
Siam is a backstabbing touchy prick in my experience. They don't like people paying gold to city states, sometimes even ones nowhere near them.

As the peace treaty, it's because he think he's winning. People complained that the AI were too soft in peace negotiations and well... this is the result. They will probably never give you anything for peace either, because you know... You defended yourself and so you are an evil warmongering monster who the world will come down on.
 
I've seen weird behaviours with Siam too, but not exactly like your scenario. In one game they declared war on me because I had been conquering too much, but then after only 5 turns or so they surrendered despite the fact that I had gotten my army into a bottleneck where they were being bombarded to hell by Siamese cities, while their troops were marching unopposed to my core. If I remember correctly they were Friendly afterwards, too.
 
Siam is a hypocrite He is a warmonger who has olmost the highest warmonger rate do you get it? :nono:

This guy is just crazy and you should never trust him....

He is a mentally crazy person who has escaped from the prison just look at how he is dressed...
 
Simple solution : Conquer his capital & all cities except one so that u don't get heavy diplo penalty (warmongering penalty for eliminating a civ) & he is unable to fight u again.
