Question about spies

I planted an embassy and for the first time ever I saw the expose enemy spy option open. I don't know what I did because it started a war. It said my sting operation failed and the other civ wanted to retaliate. Does this mean they had a spy that I caught making them mad or that I accused them wrongfully? Usually this option is never open for some reason

also what do the three options mean. Unmet, spy and immediately? You see them after you click expose enemy spy all for a different price.

Expose enemy Spy can be selected after clicking on 'Spy' (instead of 'Diplimatic'). You need an intelligence agency for that.
It means your spy was caught in the operation - it doesn't mean they have or had a spy planted.

Unmet: this civ exists on the map, but you haven't met them yet.
Spy: becomes available after you build the Small Wonder Intelligence Agency.
Immediately: means you spend little money, but the chance of getting caught is higher.

Wait I never had an intelligence agency. Well I was playing a modded version so I guess it was included. So I can make my spy turn himself in? Why would I do that? Is there some benefit in exposing your spy?


and what exactly was my spy caught doing? Trying to find out if they had a spy that they may or may not have had?

This option doesn't expose our spy. It exposes enemy spy. This is like accusing the AI of using secret means for battle and depending on your reputation and AI attitude, may lead to a DoW.

The features for diplomates and spies can be set in the editor. For example in the current version of CCM, the option to expose an enemy spy is enabled by embassies.
In the current version of that mod all diplomatic missions can be done by embassies so you only need the spies if you are at war with the civ that is a target for your diplomatic mission.

Well, there might have been. No spy being there leeds to certain failure. But suffering failure does not imply there was no spy. Your attempt might have failed just like any other mission will fail with high probability.
 
They also have to have an intelligence agency in order to plant a spy.

I wouldn't worry too much, if you see the AI did something with their spy - then you can try to expose him - otherwise just let them be.
