Question about unhappy citizens

Hello all! I'm relatively new at creating scenarios and I'm currently building one. When I play, all of the cities under Democracy governments have a large portion of the citizens unhappy because "Another city's improvement is annoying." This ends causing half of the squares in the cities to turn off and basically make that particular civilization worthless. I've never seen this before so does anybody know what would make an improvement annoying? Thanks all!

well. u have to ceck everyimproment in the editor.
improvements can eighter make happy faces. like the temple in vanilla does. OR unhappy faces.

Ah, i found an improvement with 2 unhappy citizens. I went over the improvements a couple of times before I posted and this one slipped by. Thanks Ghost!

I haven't looked at the editor, but I've never seen improvements make citizens unhappy in Civ 3.

Several mods use them, however.
