Question I really want answered.

Okay, how do you make scenarios? By that I mean the full thing, with restricted civs, in-game text (i.e; "You are given assistance by [friendly opposition]. [Unit] has appeared near [city]."), adding civs, changing civ colours, flags, setting a turn limit, restricting civics, and research, etc.? Is there some kind of program or something? Please, I really want to make a scenario of my own.

Gee that's an awfully wide-ranging question! Okay... three steps!

1. My best answer to you would be to download someone's scenario. Start with a simple one where just a few files have been modified from the original. Go to the the scenario or the mod's public maps folder, open the file saved there using notepad, and start reading the file. It's a start. It'll give you an idea of what's there.

2. Then you can look at all the other files listed in the scenario folder/subfolders. They contain all the files that have been modified from the original game. This will give you an idea of the extent of the work needed to make a scenario or a more complicated mod.

3. Then pay a visit to this forum's Modding Tutorials for a more specific How To...

Modding in XML can change some things like new civs and units. There are plenty of tutorials on how to do it. Besides that work with world builder. What scenario do you want to make?
 
You know, that's another thing I wanted to ask. How do I make maps, I don't understand worldbuilder in the sense of JUST making a map. Is worldbuilder part of the process in making a scenario? If it is, how do I make it so you choose the civs. Is it part of XML or Python? I think a full scale tutorial on making a civ4 scenario would be best, is there any?
