costly point - it still hurts. Since then, i tend to build the FP near the capital in a slightly improved location, then rush the real Palace in enemy territory smack BAM it is forever mine
I've found that once you get into the industrial age and your capital and the cities around it are churning out 100 shields per turn with most city improvements (esp. courthouse and police station), you can move your capital to the other side of the world and have a pretty minimal impact from corruption in your old capital and surrounding cities.
Sometimes this has allowed me to get 3 main production centers (instead of 2) that are really spreadout.
