Question on Grievance effect on loyalty

I'm trying to make a mod that decreases the max loyalty penalty per turn from grievances from 10 to 5. I looked everywhere I could think of on the GS (this was added by GS) tables but can't seem to find it. Maybe it's worded differently than I expect it to be, but I was wondering if anyone here knew which ID it was or where I would be able to find it to then modify it.
