Question on Mammoth Riders

Can I only build those near the north pole, or near the south pole as well?
I captured a few mammoths near the south pole, which made me wonder.

You can build them near either pole. I think you can also build them near high plateaus if the map has those.

Mammoth Trainer [Wonder] says minimum of 40 Degrees. I assume that means 40 degrees North OR South.
