Any window shades that block afternoon or direct sun will keep room temps down a lot. Do you have double pained windows? An attic exhaust fan may be as or more effective than insulation. And if the attic has an opening to the second floor, the fan will draw hot air from the entire house up and out. It just has to be big enough to do that.

And while it isn't an immediate solution, plant deciduous trees in front of any windows facing the Equator. They'll shade they house during the summer and let sun in during the winter.
 
Do any plants growing indoors help with this stuff? I never have any plants indoors but have been renovating a couple rooms and redecorating. I'm considering getting plants but will be more gung ho about it if it could help with the cooling or at least the air in the house. Any specific plants I should look for? Or would it not really make a big difference?

I have never heard of any house plants that help with heating or cooling beyond putting a big one in front of a sunny window. Having indoor plants can do other things to make life pleasant though.
 
I do have it, but it cools only part of the house, I can't imagine how my electric bill will become if it cools the whole house, and I'm surprised that so many members here have such privilege, and I can't imagine how powerful the electricity should be to pull that up, like if I'm willing to pay the bill, still my current electricity doesn't have sufficient power to lift such demand.
